Memphis City Schools Revitalization Study
The City of Memphis
The City of Memphis commissioned HGA to analyze the condition of five individual school buildings that were unused by the city school system at that time. The purpose of the evaluation of the properties was to determine if they could be converted to apartment housing, specifically, housing for the elderly. The study included the following criteria:
structural soundness
site usage and conditions
exterior and interior conditions
compliance with building codes, life safety codes and accessibility
determine feasibility of renovation for housing
potential number housing units
potential for new construction on site
The evaluation results were then compiled into a document for the city's consideration. In addition to the data, cost estimates were prepared for the renovation work as well as estimates for new construction. This document helped them to decide how to best gain the reuse of these sites.
As a result of this study one location, determined to be too deteriorated for reuse, was demolished and converted to a park for the neighboring community. One property, in fair condition and having a high potential for residential use, was sold to a private developer and is now a prominent condominium development.
